Spare keys in Gauteng

I accidently locked car keys in the boot and when I called Avis I was told I'm too far as keys are only in Johannesburg for security reasons? It doesn't not make sense to have keys in another province! Also to be told that any locksmith can open it for you as that to me is a security risk as its not mine??
