refund an issue

Returned a car. One scratch was signed for. When invoice came three scratches were billed. I complained about the two scratches and a refund for one was credited to my account. Still one scratch is outstanding. Any one who knows why would that happen in a big professional company. Or you fix your previous mistakes with one rental that you under estimate
