Poor Security at AVIS CAR HIRE

My Diners Club Account was debited by AVIS Car Hire Cape Town Airport R6170. Care they accept cards that don't belong to them. How do they verify IDENTIFICATION of card holder?

I am sitting in Johannesburg and the card was used in Cape Town.

Diner Club are just as useless.
