Need to still pay for fuel after i filled up my ca

I rend a car through Avis about Oct I then was in an accident which was not my fault. I took the car back with a full tank of fuel.then I received a new vehicle and when I took it to the panelbeater i fill up the new vehicle and then they still charge me for a empty tank
