double billing

I booked a car on line, through carrental. I paid on line. When got to avis. The car was booked. But they said i have to pay again. When i asked about the money that i paid they said its not avis its rental car. But told them its an agent you use. You allow them to book cars with you. They are your clients. I eventually paid twice for one car
