Car rental

I have booked online for my brother, as he is here from the States to visit South Africa. Due to I used my card to do the payment. Now they have arrived at their destination to get the car, but because I am the one that was suppose to get the car or drive the car because I paid for. Which I even scanned his drivers license. What should happen is that they should approve the rental if the driver license is not the same as the payment person!!!! NOW I cant even get credit with the amount I paid! Which isn't a small amount at all. Money doesn't grow from trees!!!!
