Can't give me my refund

I hired a car from 1 December to 4th and was told I will get my holding deposit in 48hrs if not within 7days, from the 4th today is the 13th December 2017 my money is still gone and they confirmed all was in order to my surprise they still debited my account saying it's for fuel which they could have taken from the holding deposit.
