Bait & Switch

Complete Bait & Switch - Rented a car from Avis on-line via their website. Paid 100% upfront (I wanted to be sure I had a car when I arrived). I declined insurance coverage as I have primary coverage via my credit card - including for international rentals. Upon arrival in Costa Rica, Avis refused to provide me the vehicle without requiring me to purchase additional insurance from them. As I did not know if any other car rental agencies (Avis is off-site at SJO Airport) had any available vehicles to rent, I purchased the insurance as it was the only way to obtain the vehicle I had paid for. Avis refuses to negotiate this or even discuss. Stay away if you want to enjoy your vacation rental!!!!
