Bad law's and policy

I recently dealt with Marcelle Foster from Avis, she said I'm not allowed to rent a car even in the future due to fact that I was handed over to their collectors. The account has been settled in full many months ago I even have the proof of statement from their collectors. Marcelle Foster promised to email me their policy / claws pertaining the information, but instead she just wrote me an email. My quierie is where's the policy and is Avis not renting cars to people like me or was she just making it up.
