AVIS OR TAMBO Airport disappointment

I rented a car from AVIS at OR TAMBO Airport on the 18th November 2016. Firstly the guy at the desk told me I can't take out insurance on the vehicle in case of a halestorm, but I can take out on the tyres and windscreen of the vehicle (Toyota Etios 4 door) and it will cover it thus I took it and paid for it (R28 per day). He told us the car is in row I10 and there is no damage to the car, when we got there the car stood in I2 with a few scratches and small dents. When we went to report it to him, he said we must take the car in I2 for a re-evaluation at the front desk. We took the car and the guy that helped us made a note on our form telling us that we won't get charged and we can go with the car. We took the car and at all times it was undercover parked except for Saturday evening where we are 100% sure there was no halestorm and while we were driving. We drove Sunday evening from Montecasino (where it was also parked undercover) in light rain and definitely no hale. I delivered the car on the 21st of November at AVIS Car rental and the guy doing the inspection did not want the form where the dents and scratches were noted on previously, and he said everything was fine with the car. Today I got billed for R9807,02 for halestorm damage and it was immediately deducted from my credit card. I have a huge problem with this as I think Avis is careless in this case.
