Avis not releasing hold on a deposit

Avis put a hold on my debit card as a deposit for car hire. They promised that the hold will be for 5 days. Hold was not released. I have contacted them by phone and in person 4 times already, and every time they promised that the hold will be released within 2 days. It has now been 5 weeks and I am still waiting....
