AVIS CAR RENTAL WITH AN ATTITUDE!!!!

While collecting the rental car from Bloemfontein airport, i asked about e-tag functionality, but without them checking I had been given a car with no functional e-tag, but with other clients they regularly check e-tag functionality, why there is a difference between clients or should I suspect a "Race Card" with these businesses, Oh my rainbow nation!!!!
