NOT REFUNDING MY MONEY

I brought 3 prepaid meter boxes at Average Power in the middle of May for my tenants, my tenants started loading them with electricity on the 26 May 2018, when I installed the prepaid they told me that they will reimburse me the money of the electricity that my tenants will spend every before the 7th of each . I called Sibusiso month of after the 7th June trying to find out why I was not paid he told me he will find and come back to me he never came back . I called him again on the 10th of August 2018 he told me that they having problems with the company that's supposed to pay me, he'll come back to me, he never returned my call. On the 15th August 2018 I called them again and he said I must send himmy details and he'll call me back and he never called me. On the 16th I called him again he said I must SMS my banking details and he'll transfer the money, and from henceforth they will be responsible for payments , since then I haven't received the money. Every time I call him he says he'll deposit the money. On the 24th my husband called him and he said he deposited the money the day before and he told him that we haven't received any money, then he promised to double check and then he'll come back to us. Since then he contacted me or made the payment. I'm spending double on what i was spending before I installed the prepaid and i didn't have problem with that knowing that money will be refunded to me.
