no stock, no refund

i ordered a bumper online, i paid for it and a week later i had to call to ask where it is. alas no bumper in stock and they didnt even call me to tell me. i sent my bank acc details in on the 12th dec. now the 30th and still no refund!!! and no one can tell me as to why
