Still waiting for my spare key from Autoexcel since 2019

Supporting small business sometimes is not a good idea. I bought a car from Autoexcel in 2019 kia cerato koup 2013 model and was given one key but promised to receive the spare key together with the paperwork or change of ownership. Which never happened I tried to call them on several occasions they always promised to sort it out soon. 2 weeks back I spoke to the third person who was involved in the purchase of the car who also assured me that I will get it and if I need anything or if the dealership gives problems I should contact her. Pity when I spoke to her she told me that she was only dealing with finance. As for Ashraf which I believe he is a manager he doesn't even respond to my watsap at all.
