Not happy with delivery of my registration plates, were received bent

Not happy with delivery of my registration plates, were received bent. Notified autocity group sales person assisting me in January 2024 and said I can buy them they will refund me. Till this date they have not refunded me the R400 I spent. Mind you this registration is included on the financing yet I still had to buy my own registration plates. The sale and delivery of the car was efficient and got a good deal. My only problem is not refunding the registration plates I paid for.
