No registration papers for motorbike sold

My husband bought a Honda CBR 1000 at Auto City Nigel. He paid via EFT so it was an immediate payment. He was told he will be called to come and collect the papers as they first had to do some paper work. It's been 4 months, he's been back there more than 10 times to collect the papers, hasn't received one phone call from them yet, and each time they say the papers aren't ready yet. When he was there on Monday, he asked them whether it's legal to buy a bike (from whoever they bought it from) without papers. They said they lost the papers. He's asked whether he can return the bike and get his money back, they said no. We are still waiting. They said Friday the 4th he must come back. But it's been 4 months!
