Unable to refund excess

I had a minor accident in December 2017. The car behind me drove into the back of my car during peak traffic. The guy was clearly at fault and admitted it and gave me his full contact details and his insurance detail. To date auto and general has not been able to refund me my excess. This is such a straight forward incident. How difficult can it be to get a refund??
