Bad service

I've got an accident on Friday the person who was driving the car ran away from the scene. A white police guy came to the scene he failed to accident report at the scene. He even refused me to open a case of the driver who ran away from the accident scene other panel beater took my car without my permission meaning it was ****** I called auto and general insurance to assist regarding this still they can't help me I wanted my car to be removed to that panel beater still I can't be helped till today they have been promising to tow my car to another panel but still I can't be helped worst part Im the one who will be calling them
