Access nightmare after accident

I got into an accident in April 2021 after someone made an ******* u-turn into my lane and it's been a nightmare getting my access back. After a year of sharing the same information with them I'm told that because the car that caused the accident was hired there's nothing they can do and i should follow up the request myself.
