Vacant stand

In 2012 I bought a piece of land from the developer Ashley project (pty) Ltd with registration ***.Contract was agreed upon and signed. Selling amount was R100.000 excluding vat then the land would passed to me within a year. I have paid the whole amount including vat but the developer does not want to do change of ownership and handing over of the property . The land has been developed with underground infrastructure. He is always evasive to direct questions or telling lies.
