S26 Gold baby form6

Thoroughly annonyed. Bought 2 tins of s26gold 1.8kg and both tins don't have the scoop included. How are we supposed to measure? Especially because the greatest precaution has to taken when making baby formula. Thoroughly dissatisfied and disturbed at this negligence. If the scoop can be ommited can I trust the formula itself?
