Poor quality control or by design

I opened a new DiluCORT cream tube (by Aspen) 5 days ago. It's nearly empty now. Not because I used a lot but because it was only half full - full of air with little substance. Is it poor quality control or by design? Shall I give them the benefit of the doubt? If I do, I am still out of pocket. Reminds me of the chocolate producers. The strategy is simple. Increase the price just above CPI and then cut the weight by 10-20%. What an endearing business model.
