Tables outside always reserved.

Why are the tables on the outside eating area always reserved even at 10 in the morning. You can sit and watch and the "customers" never seem to arrive. They use this to stop people or maybe screen people from going there. And then their service is slow and inattentive if you are lucky to get a table.

How can a hotel turn away walk ins for patrons who haven't even go out of bed yet.... very disappointed in their restaurant management.
