worst service

I purchased a self defense blank shot and pepper spray gun from a company called Armour SA. The transaction was made online. I spoke to a fellow named Kyle who then send me an invoice after advising me that this does not require a firearm licence. I payed the invoice on 29 November 2019 and send through the proof of payment which was acknowledged. I was informed i will receive the items after 7 days. It has been over 4 months and i have not yet received the item. I requested a refund weeks ago and i was promised it will be paid. To this day i have not received anything. Please help?
