Pathetic delivery and customer service

Waiting for a week now for a delivery?! I see on my tracking nr it's due to failed delivery attempts which is way outside of working hours!! Everyday I phone them asking please let it be delivered between 8:00 and 17:00. This morning I ask please let it be delivered before 17:00 "yes mam" was the empty promise. At 16:50 I phone them asking where is the parcel "oh mam I'll escalate it as I can't get hold of the driver and he only delivers until 17:30" I went unto my tracking details just now and guees what??? Another failed attempt to deliver at 18:22????? How can someone be so stupid!!! Pathetic delivery service and also customer service?!!!
