Overcharged duties due to faults of supply not the customer

I ordered from shein after few days I received an email from Aramex stating that I might recieve a penalty of R150. They said I should send my bank statement and order confirmation. I did, after that they told me that the parcel has not yet arrived.

Today I recieved an email saying that I have to pay R1400 for the duties before I can receive my order of R1088. I do not understand why this is the case. It is not my first time ordering online and worst of it all I was the first time using Aramex. I'm not happy at all.
