Delivery to the wrong person

A parcel that was made from China to South Africa was delivered to the “wrong person” that was the 25th of March, today is the 31st no contact was made to give us a follow up we had to keep calling them. How can you make a delivery without contacting the person you are making the delivery to?? The only thing they could say is that “it was signed for” if this matter is not resolved in 7 days I’ll involve the police! I want the staff members who made the delivery to go fetch my parcel where they delivered it!! And if it’s used I want them to pay for it!!
