10 days and counting for "overnight" delivery

An overnight parcel was "sent" to me. It is 10 days later - have called in twice and each time the person says that they will phone me back within the hour, but have to thus far received no call from them except for their customer service who wants to know why I did not give a good rating. Baffled!
