Aquatic pumps and plumbing

I recently did a search on the internet through snupit, I was enquiring as to prices for a septic tank in the umtentweni area south coast. I got a very quick response from Aquatic pumps and plumbing. My request was a average cost of a septic tank the owner said he would have to go to my residence to see if one could be installed, I informed him I already had a soil test done and got the go ahead that a septic tank could be installed. When I got the price back from aquatic pumps I found him to costly and said I wouldn't be using his services, he was very quick to tell me I owed him R450 as a call out fee.... I refuse to pay him and feel this is not acceptable as he insisted on going to my residence I did not ask him to go.
