Refusal to check in

Saturday night I called the hotel trying to check in and the person who picked up the phone told me that it was not check in time,I was baffled at them refusing us check in cause what if we were from out of town and just landed and the place was the last place we could get accommodation?what kind of hotel refuses people to check in at 11pm and why do yal not write this on the interest so one can pick it up when searching your establishment?
