Warning to all iPhone 8 users who are upgrading.

I have recently upgraded from an iPhone 8 Plus to an iPhone XS but I cannot transfer information from my old phone to the new phone. The 8 runs off the 12.3.2 of the iOS which was an upgrade onliy for the 8 (apparently a fix for a problem with the camera on that phone). The XS and all other phones run off the 12.3.1 version. Therefore the XS keeps asking to upgrade its software whenever I try and transfer the info but there is no upgrade! The only solution Apple can give me is wait for the next upgrade to the operating system but canont tell me when this will happen. Until then I am stuck with an expensive new phone that I cannot fully use.
