Istore Card

I app**** for an Istore card. It was declined because of my age (67)! is that legal? To test the system, my daughter who earns in excess of 6 figures and has a squeaky clean record tried to get an istore card. answer = declined. Is this all a con. I believe it is all false advertising and people should be aware that Apple are NOT issuing istore cards contrary to their instore advertising etc
