Iphone X not working after very brief water exposure

I purchased an iPhone in June of 2017. It was the IPhone X 256GB. About two weeks ago the phone was subjected to some water. The exposure time was roughly 10 seconds and about 20 cm deep. Apple claims that the phone is water and dust resistant and has an IP67 rating. This means that the phone can be in water for up to 30 minutes and at a depth of 1m. After the incident my phone switched off and could never go back on. I took the phone to both my service provider and the iStore and both informed me that the phones warranty is voided when water damaged. My question is why state that the phone has an IP67 rating when it cannot even handle a bit of water? Note that the phone was not intentionally submerged in water. I have been an iphone user for more than a decade. Now i have the unpleasant task of submitting a claim with my insurance and not having a phone.

In a nutshell do not claim that any device can withstand certain conditions when its not true.
