Improper verification of documents

I've submitted, offer to purchase, proof of payment, ID copy and company banking details as proof of purchase of Iphone Xs Max for Apple to remove activation lock. however apple has stated that IMEI and SN: numbers on the Offer to purchase to not match with the phone while they match. I have reasons to believe that apple does not want to remove the activation lock and they give misleading responds instead.
