I-pad screen damaged

My I-pad fell and the screen got damaged. Apple doesn't have a repair centre. Alternative is to take out I-care when you buy the device which I was not informed of when I took it out on contract at Autopage. Can't believe that they can not fix their products. Because I don't have I-care I need to buy a new device. My device is not even a year old.
