Find my, doesn't work at all

I lost my phone and it's now offline. Apple is deceiving us by saying we can track our phones. I tried with my partner's phone, switched his phone off and we could still not track it even though it was in the house. We spend so much money knowing that our phones are findable but that is not the case. I called the support center and I was told that they couldn't even track my last location when my phone was on :( I am disappointed in Apple, I trusted this brand :(
