Apple password reset.

I have been an Apple for more years than I know. I have an idler iPhone 4 that I want to sell and I can't remember the iCloud password. I still have access to the phone where I am logged in. The cell number I can't access and the credit card details have expired. I followed all the recovery processes. Waited my 18 - 22 days for reset. Changed the cell number. Only to be told to wait another 12 hours. This morning I log in to finally reset the password only to be told to wait another 12 days. You can't get a hold of Apple SA for support. They not listed online under Africa. I am really at my wit's end now!!!

Please Apple help me sort this out. I'm frustrated and can't wait another 12 days. Your nearest store is over 200 km for me. I need this sorted urgently and no answers from Apple
