Apple iPad 7 Screen Time does not work

I've spent the past week trying to setup Screen Time for my two brand new iPad 7s. The kids time expire, but none of the policies are enforced.

I've spent countless hours on support calls with Apple and read through various threads of other parents having the same problem.

If you want to enforce screen time for your kids, the native Apple experience is frustrating and the support is pretty non-existent.
