Apple forcing you to pay for mistake purchases then not refunding after promising you they will

I made a purchase not knowing I don’t have enough money in my account, so it didn’t go through but when I asked Apple to cancel the purchase they told me I have to pay for it and ice I do I’ll be refunded, so I waited at most 2 weeks to get money and to pay for it and now I didn’t receive the in-app purchase or my refund. When I try to communicate with them they don’t reply anymore, basically they are getting away with *****ing money from me because everything they promised has not happened.
