apple charging me on a disabled account

I have been trying to sort out an issue with apple for many months now...I disabled my account and apple keeps charging me money on an account which I do not use...I cannot seem to get any real help with my issue and having to pay for a disabled account is *******...this is the worst service from any service provider in South Africa.
