Harrassment of note!

I have been harassed by this company for months now. No one at this company makes notes on their system and they keep calling to ask the same questions over and over again to no end. The incompetence of these people and the insensitivity to an unemployed graduate is appalling! The superiors are ALWAYS in a meeting, no one reverts back on email and no one knows who is their regulatory body. Somebody please help!
