A debt collector may only collect on behalf of a client once they have established there is in fact a debt owing and must have ALL records of transactions etc to handle the call. No information was provided and no history. GET YOUR HOUSE IN ORDER. The act makes it very clear that all debt collectors are required to follow a specific procedure and code of conduct.
