Instituting Penalty unfairly

I bought a property in Weltevreden Park which is managed by Angor Property Specialists and currently have tenants renting the property. Owning a property in this complex has been an unpleasant experience. I received a number of complaints without tangible evidence nor the name of the complainant. A penalty fee was added to my bill unfairly and without a proper process. On the 27 November 2023, I received the letter below from Angor: “We are writing to bring to your attention the noise disturbance and the violent nature that occurred at Unit ... within the complex on 20 November 2023 at 22:18. It was reported that the two residents who reside at Unit.... had a fight over a sports bet, the one resident pointed to the other resident with a "firearm". The resident ran to security for assistance when he had the gun pointed at him. Back up was dispatched to the site to assist officers as the resident was armed - the situation was resolved; the firearm was **** and not a real firearm”. I acknowledged receipt of the email and informed them that I will engage the tenant and revert to them. I engaged the tenant and received a different story from the one reported by Angor. I then responded to Angor requesting a meeting with the board of Trustees who must explain to me what happened on the day and provide evidence from the security company in a form of camera footage and the police reference or case number. There has been back and forth of emails between myself and Angor. To date Angor did not arrange a meeting with the board of trustees, no evidence such as the SAPS ref no was given to me as Angor claimed that SAPS was called. Angor offices referred the security rep to call me and tell me what happened on the day, my response to the rep was that I have different versions of what happened on the day and therefore need tangible evidence to know the truth. I informed Angor to remove the penalty from my levy account until I receive the evidence and I received the following response on the 01 December 2023: • Take note that we do not need consent to issue a fine/ penalty which is clearly stated in the conduct rules (registered at the Deeds office)
