From Nov 2019-April . Still waiting for appointed contractors to replace my broken/leaking wooden frame window

I am so frustrated and very much disappointed by the service the agents has provide!!!! Last year Angor Agent Chantelle Govender and Natasia Voyiatzis sent 2 contractors during Nov 2019 to quote for a wooden frame window replacement at my units. After numerous calls and emails no contractors came to replace the wooden frame irrespective of the AGM minutes that confirmed that the trustee and the owner would pay 50/50 on the cost. Chantelle said she was waiting for the trustee to confirm the quote. Today I received a final warning from lawyers- *** because I refused to pay 2months levies for non service delivery from both Angor and the Trustee of the Palisade Complex in Glenvista. I have never missed levies payment ever since I bought the apartment 5years ago and today the same levies cant pay for the replacement of my wooden frame window as I stand the risk of loosing my tenant. They cant even provide me with the trustee name responsible to authorise the replacement.

Thank you for bringing this matter to our attention. 
 
Sectional Title law does not allow owners to withhold payment of levies for any reason. Your scheme has a mandate in place that arrear levies are to be debt collected and late payment to incur interest.

ANGOR acts on instruction from the Trustees and mandates in place and bills accordingly. Levies are due by the first of the month. Your recent payment was on the 17th of the month and therefore a letter of demand was sent. Please settle arrear levies as soon as possible.

Regarding the window, the replacement was done by you using your own contractor. The Trustees requested additional information from you as the final invoice was double the quote supp**** and all window replacements require a glazing certificate for insurance and safety purposes.

 Additional quotes from the Scheme’s regular contractors were requested as a comparison quote and as an option for the Scheme’s contractors to replace the window with an approved window.

Should you decide to have the window removed and replaced by the Scheme contractors, the Scheme will not cover the cost of the removal of the window.
