Withdrawal letter

Me and my husband joined the debt counseling on 2013 then on December 2014 my husband was retrenched we had to cancel the counseling on March 2015 as we couldn't afford to pay her anymore since then we have been asking her for a withdrawal letter and 17.1 17.2 documents to cancel with the creditors she hasn't send us the copy nor to the creditors it's very frustrating because we can't make any arrangements with the creditors and some of the accounts are fully paid up we can't close them because of the withdrawal letter. We have tried contacting her several times she doesn't respond we don't know what to do now. Please kindly assist us in getting the required documents needed to finalize this matter.
