Claim process

The claim process, took 2 weeks to get a quotation from the panel beaters and I had to call in requesting feed and update. When the feedback come they decided to write off the car cause it cost too much for them to repair. I was give two options, 1 settle the bank or 2 replacement car.(Keep in mind that I have an access waiver). The dealer call me and confirmed a budget was given to look for a car. Please explain why I should pay the access and registration fee for auction.
