Paid up letter 8 month wait and still counting

I have been waiting for 8 months for a paid up letter. Instead in November I was given someone else's paid up letter. I contacted you again last week still nothing. Maybe I must check with the owner of the letter and see if she doesn't have my letter and details since I have hers
