The owner of the company installed 2 solar panels for me and i paid him in full

The owner of the company installed 2 solar panels for me and i paid him in full. He then advised me to apply for the prepaid meter for the electricity and that they have agents working with the council for this and the cost for the prepaid meter is R2500, early in 2023 i paid him the money but he never came to install it. In May 2023 i informed him that the council managed to do the prepaid meter for us at no cost and i requested a refund. He doesn't want to refund me my money and the worse part is he even blocked my numbers.
