Unauthorised debt review

This company don't know whether they are valid or what but called my brother 2021 March and offered they services and asked to check if he qualifys there was no agreement or anything but months later he only discovered that they had him on their debt review system and he is now under debt review which he is not paying or never agreed on taking may they please remove him
